Judy Ann Carter, 65, of Frostburg, passed away peacefully on the morning of Thursday, March 17, 2016, with her husband and sons by her side after a long and courageous battle with pancreatic cancer. The Good Lord needed another angel by his side and called upon her for her service
Born on May 10, 1950, in Cumberland, she was the daughter of the late Douglas Algar and Rose Ellen (Harper) Golliday. She is preceded in death by her parents and brother-in-law, David Mike Carter.
Judy graduated from Allegany High School in 1968 and attended Allegany Community College. Within that time of teaching young children, she made many close friends with other teachers, student teachers and a lasting impression on children, which many of them still keep in contact. Many have enjoyed her chocolate chip cookies.

Judy loved life and was a friend to anyone and everyone she met. She always loved when all her grandchildren were at her home, attending their activities, vacations with friends and family, shopping with her sisters and daughters in law, visiting with all her friends and helping with anyone that needed it.
Surviving are her husband of 46 years, Donald L. Carter; sons, Donald L. Carter Jr. and wife Kristan, Frostburg, Gregory Douglas Carter and Jessica Ahmed, Laurel, Phillip Aaron Carter and wife Cora, Frostburg.
